This is as much a list question?

If declared at the start of a game (tournament) Qin DC infantry can nay MUST discard their armour when they charge gaining ME and FoF and becoming unprotected.

Must they also do this if declaring a countercharge or intercept charge?

Special rule says "When they declare a charge ...", no mention of countercharges or intercepts.
"The Roman Empire was not murdered and nor did it die a natural death; it accidentally committed suicide."

Quite intentional - only when they charge.

Is the bit about them not being able to put there armour back on in a tournament enforced?

The option must be declared before a game.
The list says that if the option is used in a multi-round tournament then it must apply to all games.

So it seems to me to be quite clear. In a tournament, the option if it is used must be declared before the first game, and then will apply to every game in the tournament. Before each game it must be notified to the opponent if the option has been chosen.

The armour is discarded by the UG after the first charge in each game.

It is perhaps reasonable that the option chosen should be specified when the list is checked by specifying it in the notes section on the print sheet of the army builder.

Ahhhhh so they put their armour back on at the end of each game. However in game 2 they compelled to strip again before charging ?

probably at the same time all their dead get back up and rejoin the ranks....

Necromancy is a wonderful thing  8)

Good point. I get it.

Nothing wrong with a bit of necromancy amongst friends

The list says "they gain fleet of foot and melee expert"
The pole arm does still apply?

Yes, gain rather than replace.
