"Charging Lancers" & "Devastating chargers" produce 2 "possible shatter"?

Some units of my Norman Cav have "Charging Lancers" & "Devastating chargers".
Do both modifiers produce in total 2 "possible shatter" in "Charge combat" or only 1?
