Sea People (1213) - Families

Have noticed that families in the Sea People list are classified as Close Order. Is this intentional as similar 'troops' in other lists are all classified as Loose Order. If intentional, what is the reasoning ?

Possibly because they are depicted in wagons and so Loose would not be appropriate due to the terrain capability.

Or because it is an error  ;)

Kind of assumed that those in wagons, would be included as part of the 'camp', (imho the camp looks better that way).
