A question about the Genoese internal ally

Ot is pretty clear that if you use the galleymen, you must take the internal ally

But there is an entry for Genoese OR mercenary crossbowmen . So can I choose those crossbowmen to be "mercenary" and avoid the Genoese internal ally ?
