List 2514 - later Republican Roman

There is a foot note after Caesar's Xth Legion that states ....
"If the Xth Legion is present, Caesar must be the Army Commander. Caesar must be either a Talented or Legendary general. No more than half the legionaires may be exceptional of superior."

Does this mean that ...
- no more than half the legionaires may be exceptional or superior - only if the Xth Legion is present and Caesar is the army commander ??
OR
- no more than half the legionaires may be exceptional or superior - only if the Xth Legion is present ?
OR
- no more than half the legionaires may be exceptional or superior - always, irrespective of whether Xth Legion is present or not ??

Seeking clarification

First one.

If you have the Xth you must have Caesar, it cannot be fielded without him. Without Caesar there is no restriction on the use of Superior legionaries. Without the Xth Caesar is not restricted either I believe  ;D
