Do the upgraded mameluks remain skilled shooters ? In all other lists such upgraded TUGS ( FRAMHRS/Protected with shoot and charge ) they become experienced shooters

No plan to change that I know of - the reason for the difference remains the same as when you asked last time 

They will, of course, be more expensive than they are now due to the way the cost of S&C will be calculated.

Realise I did not repeat the reason - oops.

The reason is that we see the Mamluks as more shooting oriented but the various Khan's guards as being a bit more fighting oriented - hence the latter being Exceptional (don't ask me what the Golden Horde did to annoy Richard, but at least they get 6 not 4). One of those getting the feel right as we see it cases.
