Defending towns.

If a base is defending the edge of a town, which counts as barricaded in the charge phase, what terrain effects are applied to it and its opponent?

My thoughts are that both attacker and defender count as if in difficult going, as per page 152 para 7."If bases are declared as lining the edge of terrain, they are by definition within it entirely and any enemy that make contact with them are as a minimum partially in the terrain".

Or does the presence of the barricade somehow change this?

I guess same question for boundaried field post 800.

Nothing in the rules to suggest the presence of the barricade changes this.
