early cartaginians as allies

Hello,

The earli Cartaginians can be allied to the Lybians.
Howerever they have to take the Ligurians and lybian javlinmen.
this seems odd, i suppose the ligurians are logical in sicily, sardinia but these feel strange in north africa.
As per for the Javlinmen, i doubt that as allies they would bring lybian locals to the local lybian army...

I believe that like most of the army these were mercenaries not allies and so their appearance anywhere is perfectly logical.
