Suppose UG A is sandwiched between UGs B (in front) and C (behind). There is no empty space in front of or behind any file of A.

Can a general join A? If so, where does he go?

If there is no physical space to place a general's model then remove the model and note which file the general was with.   Replace the general with the file as soon as space is available.

If a general wishes to join a file and there is no physical space for the model, treat as above.  Note where the general is and carry on with the game.  For all rules purposes the general is with the file.

I think the question is : if a TUG is completely surrounded or just fighting to it's front and rear, how can an "outside"  general move and join the fighting unit as there is no available space to squeeze trough and reach the encircled TUG

If it was completely surrounded (i.e. there is no way in) then I wouldn't let a general join a TuG.
I also don't allow generals to move through enemy UGs (although I don't think the rules explicitly forbid this).
