Byzantine lists and Scutatoi

Hello, i'm a new player from Italy and i'm actually playing pacto (but looking at maximus). Recently i've been looking at Byzantine lists and found few strange things about Scutatoi profiles:
- in Nikephorian and late Nikephorian Both the profiles (the mixed units and the Ls unit) have Combat shy. Is It correct? While understanding a Combat shy for the mixed units equipped with bow, seems strange for the Ls unit.
- moreover: in the Later Thematic Byzantine, the same Ls Scutatoi unit appears without Combat shy. Again Is this correct?

Same things applies to thematic, Syrian, Maurikian Byzantine: all Spear Scutatoi without Combat shy

The Combat Shy characteristic for the Nikeforian skoutatoi is optional not mandatory - if you don't choose to take it, they don't have it.

The characteristic is a sort of half way house to Poor for Average troops in the same way that Melee Expert is sort of half way to Superior - it affects fighting in a similar way, but does not have all the downsides.

So having it available is an increase in options and flexibility for the Nikeforian lists compared to the other Byzantine lists you mention  ;D
