Could not find this in the rules - a note on the section would be welcomed.
A unit that is charged in the flank that is already in combat - can it skrimish or run away from this new threat (assuming it is of that type that usually may)?

Units in combat cannot skirmish or run away. 9.4J 1.1d (page 126) for SuGs.  Same applies to TuGs but the rules could be clearer about this point.

No it can't.

I don't think this is at all clear (at best) for TUGs in the rules (but is for SUGs) and will be adding it to the Clarifications document shortly as this has cropped up a few times recently.
