Obscure bug in the Army Builder spreadsheet

If an army has two expendable TuGs, the army builder miscalculates the number of TuGs - it comes up one short.  This affects the % deployment calculation.

I'll work on a fix and see about getting it published.  Just to stress, this only occurs if an army has two expendable TuGs.
