Do regraded calpolli in mixed cuauhchique tugs count towards the 1/2 max for upgraded calpolli? I am hoping not...thanks in advance for your help.

No, they are regraded rather than upgraded.  It would have said regrade upgraded calpolli if that had been the intention.
