From 1471 CE he inca may "upgrade" some units. The bodyguards may become the Cusco Imperial guard but is it mandatory so that all 12 bases of bodyguards become a one TUG of 4 imperial guard ?

No.  You only replace up to 4 bases.  The remainder can be taken as is.
