ALIGNING The 1BW restriction for front rank bases only applies to bases that are in contact with enemy, not
contiguous files. The 2BW restriction for rear ranks applies to any file in the aligning UG.

What does that mean ?

Page 135 of the rules contains the 1BW restriction for files  (para B5).
Page 212 - Appendix 2 - Definition of aligning contains the 2BW restriction for rear ranks.

When aligning, no front rank base of a file in contact with the enemy can move 1BW or more.  No other base can be moved more than 2BW. 

This restriction may prevent a TuG from aligning.

The rationale for the 2BW restriction is to stop a UG with a very wide frontage doing a massive move to align.
