Hello,
a question i could not find an answer for : where is 8.3 ?

there is a reference about it on page 170 ...it is referring to 8.3D.

I could not fin it..

I think that it should be referring to 9.3H "Passing through Friends". Unfortunately, many of the references seem to be a holdover from the previous edition of the rules and were not updated. Also, some references to chapter 8 are really to chapter 9. In the previous edition, 9.3 was "Passing through Friends".

In any case, I think 9.3H6 on p. 110 is what you want.
