chariot and classical dates

Should Early Saka and Lowland Thracian be in the chariot books?
They start in 680 BCE, before a fair few of the chariot lists, and about 300 years before most of the rest of the lists in their book, and are allies for a number of Chariot book armies,

maybe a better thought is to have a list of armies that can go in either block (did DBM do something similar?)

Why should it matter in which set a list appears?  (Unless it is competition organisers making arbitrary decisions).
Thracians continue down to CE era, so clearly are more appropriate in the Classical set than a Chariot set.  Same for Early Saka.
