Question on Pacto Break Points

I'm not sure how to read a line in the the Pacto downloadable rules. Under the section "Building a Pacto army", the first bullet item is "There is a separate Pacto army builder to download:"  The second arrowhead says "breakpoints are set in Pacto to wounds."  It's this second arrowhead line that I don't understand. 

If I end up with 15 TUGs in building my Pacto army, it still breaks at losing 8 TUGs, correct?  I'm thinking the "breakpoints are set in Pacto to wounds"  should just be ignored, but want to make sure. 

Also, I didn't find a separate Pacto army builder.  I'm using the latest where I select Pacto as an option.

No that is a legacy document.  PACTO now has a toggle switch and it doesn't change the break points yet.
I'll have to figure that out.

I'm leaving the old pacto document up for a bit until the supply system stabilises.

So break points are

1 Base = 2W
2 base = 3W, fanatics 4W
3 base = 4W

Is this the same for SUGs or do they lose a hit so break on:
SUGS
1 base = 1W
2 base = 2W

Yes >1/3rd for SuGs, the same as other formats, so its

1 = 1W

I have a question about this, cause I watched the video and I am not sure if I am getting it right.

Let's say, I have four TUG of African Spearmen, two bases each, moving in block. Those guys fight some romans and have a not-so-bad-day, but war it's a bloody afair so

TUG 1 -> unscathed
TUG 2 -> 1 base killed in 2.2.
TUG 3 -> 1 wound
TUG 4 -> Unscathed

TUG 2 is now at 50%, so it should rout and cause a ton of KaB tests in 2.8, doesn't he? Or am I understanding it wrong?

The rule is greater than 50% for TuGs, greater than 33.4% for SuGs.
1 base from a 2 base TUG does not cause it to break.

Which can lead to quite a viral break up of a centre or wing which is rather realistic.
But a single skull can't do it unless you have neon for a risky army of 1 base TuGs.
All part of the design.

Of course get G-W up and you are safe for charge and melee combat ... game of skill with a good dose of volatility.
