Devastating charger's in combat

If a Unit of Devastating chargers in fighting contact, have an un-engaged file that is not supporting the combat either directly or as an overlap, but has a different enemy to the front within 1 base width, is that file subject to force charge rules?

Yes.  Even if it is a supporting file, it will still be subject to a forced charge if it has enemy foot within 1 BW (subject to the normal rules about forced charges).

Or mounted not elephants if mounted devastating chargers 

They must charge or hold but same for every base with no shooting capacity when within 1 MU of an ennemy with the usual forced charge rules ..
