Early German "Families" option

The option for families (Tribal Loose, Unprotected, Poor) is not included in the Early German list although it is in the Gallic and Ancient British. Families or civilian non-combatants were recorded as several battles (eg Cimbrian wars, Germanicus's campaigns ) and am asking f they should be included for Early German. I use them in wagons to indicate 'fortified' camp but ask that the option to use them as TUGs be included
