SHIFT TO ALIGN

In the clarification concerning aligning simple, we see that 3 gallic warrior impacting roman legionaries and there are 3 hits but only 2 roman file are impacted. After the shift the 3 gallic have the possibility to fight.
Is it the intent? or a mistake in the drawing or another explanation?

Deliberate. If a <1BW movement can get more bases fighting it's allowed.  Principle being to, if in doubt, allow options for more rather than less bases to fight.
