Change "PBW upgrade colour when shooting Cv, Cm. Ch <= 1BW".

This replaces the current upgrade which applies at any range.

As an example, combining 5.1 & 5.2:  An experienced longbow UG charged by protected cavalry will shoot with GREEN dice with S counting as wounds.
