Spartan Hippeis 2403

The Spartan Hippeis are the king's bodyguard ( my understanding )

So I was curious as to why the CIC cannot or does not have to be with the Hippeis and still could be a floating general

Or simply why the Hippeis do not have to be in the CIC command if he is not floating
