Skirmisher moving during charge period to allow charge

Another case we faced during tonight's game

To allow a charge one skirmisher has moved prior the charge.
This move put it in the path of charge of an enemy
It lead to some questions

The questions:
A) can that skirmisher, that moved to allow a charge, shoot on enemy charging?
B) can a skirmisher, that moved during the charge phase to allow a charge, shoot during the shooting phase?

There are no specific restrictions on skirmishers that have moved to allow charges.
