PBS and Scout Cards

Just want to confirm, if I have a Army with PBS 8 Scout 4

I get 8 Cards
I play 1 Card to determine terrain type (you must play a card)
I then play 5 Cards
This leaves me with 2 cards

During Scouting I can then hold 1 or 2 cards or discard these, I then get dealt the number of cards to bring me back up to 4.

If I have 6 or more cards I cannot pass in the PBS phase, but if I have fewer I can pass as many times as i like ?

No, you can only pass if you have insufficient cards to complete the round.   You cannot pass and retain cards.
