Charges and counter charges

Question a TUG A is facing a Infantry TUG B with a Infantry SUG in from of it.

TUG A declares a charge 2.2
1) IF TUG B then declared a counter charge it would burst through the SUG as this is not an allowed passing through action

2)If TUG B stood to receive the charge the Infantry SUG can declare to Skirmish or runaway

them to fit beyond."
I cant see mention of a 180 turn happening prior to the skirmish move so so ask is the movement measured from the front of the unit or the rear, ? Aa if measured from the rear and the SUG and TUG were touching any positive movement outcome would be successful in getting away. If measured from the front they would have to move the depth of the unit to get away.

I note if measured from the rear of the skirmish unit then the Infantry SUG would only fail to get away on a roll of 1 on the VMD or 2 if Poor.

Countercharges and intercepts cannot pass through friendly troops.

When skirmishing (as opposed to running away) the SuG does not turn.  Movement is measured as normal, front to front.  If it is touching, as you say any positive movement will result in it passing through the TuG.  Note however that skirmish moves subtract 2BW from maximum move distance.  As you say a roll of a 1 for average (1 or 2 for poor) on the variable move distance die roll would result in the SuG not moving and being dispersed by the charging TuG.

You can pass through a Sug when not charging, what happens when you charge?

You cannot pass through a SuG when charging unless you are making a Forced Charge - in which case the SUG is destroyed IIRC.

However, at the start of the charge phase you can move SUGs to allow a charge; and there is always the ability to shift a SUG up to 1 BW, the universal 1/2 BW shift and dropping back a file in the charge (as long as you remain 2 wide) which can all combine to allow a charge otherwise blocked by a SUG.
