Block Moves

A block move idea: any level of troops and generals can block move any number of tugs, but token color required depends on the number of TUGs moved:
- 2 TUGs -> token for the action + white token
- 3 TUGs -> token for the action + green token
- 4 TUGs -> token for the action + yellow token
- 5 TUGs -> token for the action + red token

this makes 2TUGs block moves more interesting (currently they are not great), and I think it makes overall sense.

I think this is because generals have more units to move in Pacto?

Would s simpler option that stays more in line with Max and Mag be to just add one unit to a generals maximum? So a mediocre could move three etc. etc?
