Passing at the start of the Charge Phas

Had a friendly game with one of my Northern California buddies and the following came up-(New to Me):
My opponent had the initiative at the start of the Charge phase.
He had a unit of mounted charging lancer armed Knights within 3 Base Withs of an opposing unit of mounted Camels with Devastating Chargers characteristics.
My opponent said that there is a universal or almost universal rule that allows a player to PASS if he so desires.
He passed and so I did the same.

Is this allowed and if so, what are the consequences?

I could assume that in this situation IF a player or both players pass at phase 2.2 the passing player(s) CANNOT make any prompted charges and the Turn Sequence evolves from there???
So the next steps would be dealing with forced charges with the player with the initiative going first???

you are correct , if you both pass consecutively this ends 2.2 and you move on to 2.3 . In your example's case any tugs subject to forced charges must alternatively declare charges followed by the usual resolution of responses.

note if your opponent passed, you didnt and he then chose to pass again, he concedes the declaration phase to you and you are free to declare as many charges as you like and he has no further part to play in 2.2

also you can always discard any colour card in the charge phase to pass the process back over to your opponent without actually taking any action (in this case declaring a charge)  in exactly the same way as you can do in the movement phase.

P77 point 6 describes the various options a player can take in any sub-phase where it is his turn to make an action.

point 10 describes the passing process.
