Hesitant Ally & Yellow Card

If a hesitant ally is shot at or engaged in combat and they are holding onto a yellow card, do they automatically become committed at the start of the next turn or do they have to draw the yellow card after being shot at/engaged in combat?

How else would the ally get a yellow card other than by drawing it?  This seems awfully close to rules lawyering, but for heaven's sake!
