Deployment Options - When Exactly?

I'm curious as to how people play dismounting at deployment - specifically when does this occur? Stakes and caltrops are pretty clear - the rules say "at the end of deployment," and I presume that you can deploy stakes/obstacles for free when plunking down your generals and assigning commands since that is the last action you take during deployment. In contrast, mounted infantry "may choose to start the battle dismounted", which sounds like the end of deployment as well. Finally, the rules say: "Mounted TuGs with dismountable can be dismounted at deployment for free." Do I take it that they can likewise dismount at the "end of deployment," or are they somehow restricted to only being able to dismount for free when first placed on the table?

IMO for mounted infantry/mounted TUGs choosing to start dismounted this is a choice when the unit goes down - the idea that you decide at the end of deployment is not, IMO, supported by the rules.

Is correct and why it is written differently to stakes/caltrops.
