Question about Downgrading Shooting Skill

So I know that you are allowed to downgrade shooting skill one level (skilled to experienced, experienced to unskilled) my question is, can you downgrade unskilled to charge only? It's lower on the chart than unskilled, so it would follow that it is worse, but it also shoots as experienced in the charge phase, so I'm not sure.

Interesting thought.

I don't think it can be considered a 'downgrade' though as it is more expensive.

You cannot downgrade to Charge Only - it is a stand alone special.

It's listed under the shooting skill section in both the book and army builder, and I didn't see any indication that it was separate. Aside from mechanically. It is more expensive, (though it also includes shoot and charge for free, so the rule itself may actually be less expensive without that) I guess it just depends on what is defined as a downgrade, I'd argue it is a hierarchical downgrade as charge only as classed below the others in the skill chart, a mechanical sidegrade, as it makes you better at shooting in the charge phase and prohibits you from shooting at any other time. And possibly a pure points upgrade, as it is slightly more expensive.

You can downgrade Skilled to Experienced, Experienced to Unskilled.  Nothing else is allowed.
(I have added this as a clarification to the errata to kill off any argument).
