I'm trying to figure out exactly what an outcome move is, and instead of relying on my speculation (always dubious), I'm hoping for a definitive answer from the group's wisdom. It seems obvious that routs and pursuits qualify. Are runaway and skirmish responses outcome moves? How about free/forced charges? Is anything that is not a prompted move an outcome move?

On page 109, outcome moves are defined as an interpenetration move when it is not due to a prompted action under your control.
This is typically due to a run away, skirmish move or rout.  Pursuits do not pass through friends so cannot be outcome moves.  It would also include SuGs pushed back by enemy.  It might include a SuG displaced by friends (but this would be quite rare as a minimum displacement doesn't often allow you to move through a friendly TuG).

I haven't checked whether the term "outcome move" is used anywhere else.
