Auxilia Palatina query from Foederate and Eastern Roman lists

Hi Guys
Just a thought regarding the Legions/Auxilia in the Foederate and Eastern Late Roman lists. Wondered if it a reasonable idea to remove the separate
Auxilia palatina option and instead give the option to upgrade 8 of the compulsory Legions/Auxilia to Auxilia palatina. Alternatively allow a certain number of experienced field Legions/Auxilia to be upgraded to Mele Expert to stiffen them up a bit in combat. Also perhaps allow cavalry only forces to be taken so the minimum infantry are only taken if ANY infantry are taken ?

The intention is that the army must have at least 2 TUGs of Average legions/auxilia which is why the Superior types are a separate line. Quite deliberate.

No ME for the post 395 CE Romans is also deliberate for the desired effect. This is a period of slightly underwhelming effectiveness.

Cavalry only forces are not a Roman thing for what this list covers. In reality the proportion of mounted allowed is generous (based on what we know).
