Regrade and Upgrade - Huns 2121

Hello,

The lists mandates 12-48 horse archers (Avg-Unprot-Exp Bow), with the following possibilities :

• Regrade with armor (Avg-Prot-Exp Bow) : any number of them
• Upgrade (Avg-Unprot-Skilled Bow) : up to half

Does this mean that I can take, say, 12 armored archers and 12 skilled, but no "vanilla" Unprot-Exp Bow ?
