Are Baricades and Caltrops intended to be a fixed cost regardless of the quality and troop type of those using them?

Yes.  2024 list change for Barricades and Obstacles!  Not the case for caltrops.

Yes please, but see note above - only applies to Barricades and Obstacles.

A moment of ideally curiosity not intended as criticism. Why treat Caltrops and Barricades differently when deployed in from of better/poorer troops? I very much like the change for Barricades as it outlaws purchase of Barricades by skirmishes 'combat engineers' who then leave the barricades so they can be occupied by better troops at a cost so low that the skirmishes are basically free.

For the reason you implied.  You can move another UG behind a Barricade, but you cannot do this with Caltrops.
