Measuring range from generals

Hi!
We are always played as you measure range from file, which general is attached. But after searching on forum I see what range measured from actual location of general.
So, because I see no chapter in rules about measuring command range - I have question:
If, because point 11.2, general is removed from table - from where you measure command range?
And, in same point - if only room for general is flank of file - can it be placed here?

1. If the general is removed from the table, then troops will be out of command.
2. A general cannot be placed on the flank of the file.  If there is no room for the general due to friend/enemy troops then his position stays with the file, note his position, and return the general to that position when space is available.

2. So, in this case, all distances will be measured from file?

Sorry I misunderstood.  If there is no room for the general, then yes, measure from the file.

Ok, so it's more question about game design.
What dictated measuring from generals when whey attached?
As I think - it's really simplifies positioning and I'm not seeing super opportunity in sitting inside big footprint file.

Simon might have a different answer, but measuring from a model is more obvious.  Only when there is no space for the model does measuring from the file become necessary.
