shooting slow down max effect

We had a nice discussion about the firing slowing down effect in maximus.

The question was : can you slow down a unit more than his maximum move so as to immobilise it completely even if the owner has a red card ?

So could I inflict a 5 BW slow down on an infantry TUG ? ( possible with luck and fireweapons )

I tried to find the answer on this forum and the book but if it's there can someone point the way or give the answer

Yes - no limit to the number of slows that you can inflict on a unit.

I once managed to hit a 2-wide file infantry unit with 4 artillery..  2 wounds, 2 S results.  Total of 5 BW slowed...  It wasn't going anywhere...  (This was a scenario game so a bit unusual).
