Late Achaemenid Persian Guard infantry

The Late Persian guard is a short spear infantry with bow. I just noticed they are also drilled close and not, as all other missile units loose or 1st rank flexible and second rank loose. is it normal or an oversight ...note I have not heard of that army being played in a tournament but who knows ..

It is unusual but permitted by the rules.
