Hi all, I'm aware that these can shoot over friendly bases within  their own Tug, but are they also able to shoot over another Tug that they are not themselves a part of?

Well since Skirmishing bolt Shooters can shoot over friends that aren't in the same Tug, I don't see any particular reason for which integrated Artillery couldn't be subject to the same ruling. Thanks for the answer. Apologies for the late reply.
