Spartan allies 478 BCE

Nik made me wonder about the 478 BCE allies for a spartan army .

So in 478 BCE the Spartans may have Athenians and other Greek allies . The text as it is written now stipulates ( 2 contingents ) . Nik pointed out that it would be 2 mandatory contingents minimum and maximum. So my question is simple what is the intend : UP TO 2 contingents or 2 mandatory contingents  :)

Based on the battle of Plataea? My question is, if that's the case shouldn't it be 479 BCE?

It could be argued that at Thermopylae, the persians faced a greek " alliance" of multiple allies so 480-478 BCE ? even if Termopylae was a very special "battle"

In the 2022 lists I was thinking of allowing the Spartans a single ally of minor states in 480 BCE.
