Prompted Moves after Charge Combat ..... again

Have clarified that "An UG makes a single prompted action or charge per turn..." (Universal Rule #14: "Prompted Action
per Turn) .... request clarification regarding ....

A friendly unit of cavalry charged a mounted enemy unit. The target held and elected to fire rather than 'countercharge' (hence suffering the -1 point combat penalty). In the combat, my cavalry broke (nice dice throwing!). My cavalry broke and routed directly backwards, my opponent's cavalry pursued. So far, so good ... no problem.

At the end of phase my cavalry were removed. During the movement phase my opponent played cards to make a prompted move. What ??  Long discussion as to whether this was 'legal' - which we ending up agreeing that it was as the unit had neither charged or prompted.  Can someone clarify if this was correct ....

It is covered by one of the Common Questions in the Errata, Clarifications and Common Questions document.

Basically it is free to make an action unless it must reform after combat.
