A quick question, if you please. What determines how many scouting cards a particular army receives on their army builder?

It is a combination of leadership and the number of scouting troop types (Light Foot and mounted) present in the army. Different troop types contribute different amounts to the scouting total. The full details of the calculation are included in the spreadsheet: INPUT SHEET Cells CO68:CS74 for the troops and CQ221:CS225 for generals.

For those who aren't comfortable with delving into the spreadsheet formula.

In Maximus you get 1 Scouting point for every 10 flexible or skirmish cavalry or camelry elements; 20 cavalry/camelry/chariotry (not ArmHrs) elements and 30 skirmishing infantry elements.
The number of scouting cards reflects 1/3 leadership points + number of scouting points (rounded down).
Leadership is 7,6,5,4 for legendary-mediocre generals +2 if professional.

Richard - when you say elements, are you referring to each actual unit or the number of bases in a unit?

Bugger. We play Pacto with one base equals one unit. I'll have to work something out.

Pacto uses a different formula, I did specifically say Maximus.

The question is then - Any idea how its worked for Pacto?

It works exactly the way with the numbers for each point dropped down to 1/3rd IIRC.
