Conflicting rules for aligning

Regarding aligning and measuring movement of rear bases:

• p. 135, 5.1 says rear bases are not measured.
• Glossary for "Align (for combat)" says they are restricted to 2 BW.

Probably never comes up, but I was wondering which takes precedence.

The two are not strictly incompatible.  The rear ranks not being measured refers to the 1BW for front ranks.  The 2BW is for rear ranks.
Again, the rules could be presented better here.

The situation can occur when the 2BW rule applies, typically for deeper formations which are aligning and in the process wheeling such that the rear rank moves significantly.
