Forced Charges & 1/2 BW Shift

Can you use the 1/2 BW shift when making a forced charge? A forced charge is neither a prompted nor an outcome move (as listed by the rule) - but it is a move, and after all it is the universal 1/2 BW shift rule, so I'm guessing that you can.
