Roman lists and Caltrops

Following from the question on FB:

Early Imperial - can use Caltrops
Late Imperial - no Caltrops
Foederate Roman - can use Caltrops

Is this intentional? It seems a bit odd that caltrop use was forgotten/disused in the intermediate period and then resumed. Just a rules question from this morning, I've not looked at historical use.

Given the thinness of the evidence for the Foederate I'd not be surprised if they weren't mentioned at all. Mind you, off hand I can't recall one for the Imperial Roman either - but that could just be my memory and somebody will post a battlefield use and I'll go Doh!  ;)

Not intentional.  Caltrops use in battles is rarely mentioned, although they were widely used throughout history.   I would quite happily drop fortifications and caltrops from competition games and leave them to scenario games only.
