Later Zhou and Early Northern Song

In the Ghengis lists, the Later Zhou and Early Northern Song allow the spearmen to be upgraded to melee expert and drilled.  The rear rank crossbowmen are graded formed.  Either the veteran spearmen need to graded formed or the rear rank veteran crossbowmen need to be graded drilled.  Please advise.

The 2nd May iteration of the Ghengis book (2020.03) has drilled crossbowmen for veteran units (actually amended in the 2020.02 version).
