Looking to get into MeG with the 'Early Imperial Roman starter army from PSC

I intend to base on 40x20mm (or 40x30 for cavalry). Which conveniently lines up with l'Art de la Guerre (and Warmaster Ancients)

Looking through the contents and it seems the infantry come in multiple of 7 (14 vet, 14 aux, 28 legion) while as far as I know the basing suggests 4 figures per 40x20 base for close fighting infantry like these.

I.e.: I would expect 8 figures needed per complete element.

Initially I thought you were meant to add one of the command figures to each element but then would not have the minimum number of general needed to play.

Can anyone more experienced with the game suggest how I'm meant to arrange the figures on the bases?
