In order to have Achilles as a sub legendary general, the army builder enables all armies to have a sub-general who is instinctive and legendary, ally or not , for example I could choose a gallic army with 2 legendary generals as no rule prohibit's this .
But impossible to have 2 professional legendary generals in one army except if the CIC is legendary professional and his ally or sub an instinctive general which can be legendary ..costly but interesting for manoeuvring ...
So I could have a mid republican army with a professional CIC, a legendary instictive internal ally , a talented pro sub general and a mediocre one

The rules DO specifically forbid a second legendary general except where permitted by the army lists and ACHILLES in the Trojan War - Achaean army is the only list which does permit it.

Sorry but the rules do allow it for all armies this is from different army lists in how to build an army:
3. No army may have more than two generals who are Talented or better.
So as the rule is written ...it is possible . I suspected it is for Achilles because I remembered the discussion but there is no restriction for a Sub general being instinctive legendary in the rules or if yes, where is it written so I can answer to the guy who did sent me a list with just that case ...
It used to say it on the army builder too...
Found it .It is on the army builder written in small letters. Easy to miss .
I would councel : write it BIG in the rules
It is written in the rules as Richard says, it's in the section on Figures, Bases etc,
At least, it is in the upcoming Compendium which is what I have access to at the moment, the old printed rules may or may not say that I don't have mine to hand just at present 8)

On the army list builder you really have to know it is there. You know the story of the very small letters you cannot read ..
