Title: Break Off Intentional Change

I note a change that is not mention in the change write-up sheet, which says only "Fix for Break Offs that go too far. Maximum of movement distance -1BW. "

The QRS now reads:
F4 'Break off cv/cm/ch from equal speed opponents'

where it used to read:
'Break off any from equal speed opponent'

This is quite a big change for any foot army that relies on impact punch and is willing to break off to get it - has this been intentionally altered?

Indeed technically it means that infantry can't break off anymore.
With the minus 1 bw they would be slower speed than they infantry opponent.

The impact on impact foot is significant.
It means also Roman legion can't break anymore.

Any confirmation on this Simon?

Ok.
Now another question.
The speed considered for breaking off is your normal speed OR your normal speed minus one?

Exemple 1:
The Roman want to break off from the pikemen
The Roman normal move = 3bw
With the break off penalty it ends up being 2bw
With 2bw they are slower than their opponent and couldn't break off anymore

Exemple 2:
The horsemen want to break off from fleet of foot infanterie
Normal cav move 5bw
Minus one = 4bw
Infantry move =4 bw
Will this break off considered as same speed break off or cav vs slower foot?
