Title: Beginner’s General List Question

Apologies for my ignorance as a new player but I have a general question regarding how to use the lists.

When an upgrade of a troop type is mentioned as a fraction, such as a half or a third, is this in regard to UGs, bases or both? (I guess the same question could be extrapolated to specific numbers of bases able to be upgraded, such as 0-12)

For example, if three quarters of Turkish horse Archers can be upgraded to Skilled shooters, does that mean all the bases in three quarters of the UGs could be Skilled or three quarters of the bases in each UG could be Skilled. Sometimes the Army notes explain specifically what is permitted/required but often they do not.

My understanding is that the numbers are worked out by bases. So if you have 12 and can upgrade 1/2 you can upgrade 6 bases. However, unless the list specifically states otherwise all the upgraded bases must be in the same unit (ie you can't mix them with the non upgraded bases)

Its always bases which you then form into UGs.

Simon, I might not have explained myself very clearly. I understand the fraction refers to the total number of bases in question but I was really asking about how those bases have to be allocated to UGs. Based on the answers above, I now understand that unless there is a specific Army list note, all or none of the relevant bases in an UG have to be upgraded.

So in my horse Archers example, up to three quarters of all UGs in their entirety can be upgraded to Skilled rather than three quarters of the bases in each UG. 😊

The relevant explanation is in the list notes at the start of each list set.  Unless specifically mentioned, all bases in a UG must be given the same weapons, skills and characteristics.  So in your example, either all bases in the UG must be skilled. 
It would be valid to have:
1 UG of 6 experienced
1 UG of 6 skilled
3 UGs of 4 skilled.

So 3/4 of the bases are skilled.  (Note:  4/5 of the UGs are skilled - but only 3/4 of the bases).

Got it now.
Yes upgrade the bases bit all bases in an UG unless stated otherwise.

S
